
President Donald Trump has scored a massive legal win with the D.C. Circuit Court of Appeals overturning an injunction that had previously blocked his administration’s freeze on nearly $2 billion in foreign aid.
This decision marks a turning point in the battle between Trump’s America First agenda and entrenched globalist interests that have long siphoned off taxpayer dollars.
On August 13, 2025, the appeals court ruled in a 2–1 decision that two nonprofit groups—AIDS Vaccine Advocacy Coalition and Journalism Development Network—lacked legal standing to challenge the foreign aid freeze.
The court clarified that only the Government Accountability Office (GAO), through its Comptroller General, can bring such challenges under the Impoundment Control Act.
Judges Karen Henderson and Gregory Katsas formed the majority, concluding that the plaintiffs had no statutory authority to enforce the ICA. Judge Florence Pan dissented, warning the ruling “undermines the constitutional separation of powers” by limiting the courts’ ability to check executive actions.
The Office of Management and Budget (OMB) welcomed the court’s decision, declaring that it prevents “radical left dark money groups” from interfering with President Trump’s “America First” foreign policy.
Attorney General Pam Bondi also applauded the result, stating the Justice Department “will continue to successfully protect core Presidential authorities from judicial overreach.”
“This is a huge win for the American people and for the Constitution,” said Trump spokeswoman Liz Harrington. “We are finally putting American interests ahead of foreign handouts. President Trump is restoring sanity to our foreign policy.”
President Trump himself hailed the decision as a “landmark win for sovereignty,” noting that he had long warned about foreign aid being used as a slush fund for corrupt regimes and globalist pet projects.
“The American people work hard for their money. We should be investing in our country, not paying off dictators,” President Trump said in a statement.
The appeal’s success wasn’t just about funding—it was about restoring presidential authority and curbing the judicial overreach that plagued President Trump’s first term. For years, liberal judges issued nationwide injunctions to paralyze conservative reforms.
That practice, too, took a major hit this summer when the U.S. Supreme Court ruled to restrict the ability of lower courts to issue sweeping, nationwide injunctions.

For years, Democrats weaponized the court system to obstruct President Trump’s agenda. From immigration to healthcare to executive orders, liberal judges blocked policies that had wide public support.
